It seems to me that as long as you disclose the nature and purpose of what
you're tracking
within your privacy policy and terms it shouldn't be an issue.
I do know that at least with Omniture (and so I'd assume likewise with the
other major
vendors), to store personally identifiable information in the data collected
by the page tags
is in violation of the contract, and thus you'll need to store that info
elsewhere referencing
it with some userid.
